This figure was first released as part of the Power of the Jedi line in 2001 and then again in a multi-pack in 2008.

FX-7 was one of the medical droids from Star Wars Empire Strikes Back in Echo Base on Hoth.
FX-7 was first released by Hasbro in 2001 in the Star Wars Power of the Jedi line. It was later re-released as a repaint in the The Vintage Collection in 2010 as part of a Target exclusive 3 pack.
Ebay is really the main online option to get this figure.
