Classic Metal Sonic is from a 1992 Comic and maybe a Game. He is a Robot created to oppose the real Sonic.
This figure is from a two-pack that includes a comic made by Tomy in 2018 from what I can tell. There are a bunch of Metal Sonics that have been released over the years and this character seems to be prone to having a lot of bootleg figures made of it.
